Judicial Reform & Access to Justice

Regarding judicial reform, there are three major issues that serve as the starting point. First, the enactment of the Criminal Code (KUHP) and the Criminal Procedure Code (KUHAP), which provide a new model and approach for an integrated criminal justice system. This is particularly relevant to non-custodial alternatives and rehabilitation for people with mental disabilities. Second, overcrowding in correctional facilities, which averages 103%, is primarily caused by the high volume of criminal cases processed by the police, the prosecutor’s office, and the courts. Third, the low capacity and integrity of law enforcement officials lead to cases being resolved in an unprofessional and unfair manner.
