This focus is driven by three main issues. First, the extractive and TGSL sectors have been found to commit numerous human rights violations because human rights have not yet become a mainstream concept in the policies and practices of these businesses. Second, the state\u2014including the executive and legislative at both the national and local levels, as well as the judiciary\u2014lacks the capacity to adequately protect the rights of affected civil society groups (local communities, indigenous peoples, and workers) in the formulation and implementation of policies.
